Legal, Policy and Enforcement
The Legal, Policy and Enforcement Department (LPED) ensures that Namibia’s AML/CFT/CPF framework remains aligned with international standards and obligations.
In addition, LPED provides legal services and issues determinations, guidance notes, circulars, and directives to support compliance with the FIA and leads enforcement action for non-compliance with the FIA and PACOTPAA.
The Department’s core functions include:
- Legal Function:
Provides legal advisory services, interprets relevant laws, drafts legal instruments, manages litigation, and offers company secretarial support. - Policy Function:
Coordinates AML/CFT/CPF activities with domestic, regional, and international stakeholders to support the development, alignment, and implementation of the national AML/CFT/CPF framework. - Enforcement Function:
Ensures compliance with the Financial Intelligence Act (FIA) Act No.13 of 2012, as amended by imposing administrative sanctions on supervised institutions.
